Question

Where can I find federal administrative decisions (and other agency documents)?

Answer

There is no one definitive resource for finding agency documents, and researchers will often have to search multiple databases. Here are some places to look:

  1. The website of the relevant agency (typically better for finding contemporary documents, but varies by agency)
    • Some agency websites are difficult to navigate. Check UVA’s Administrative Decisions Guide for a list of decision pages by agency.
    • Oftentimes the search function built into an agency website is inferior to Google. You can run a Google search for documents within a specific site by using "site:[website URL] [keywords]." For example, "site:defense.gov guidance environmental compliance."
  2. HeinOnline’s US Federal Agency Documents, Decisions, and Appeals (useful for both historical and contemporary documents)
  3. LLMC Digital Agency Documents (especially useful for historical documents)
  4. Westlaw’s Administrative Decisions and Guidance (generally best for more recent documents, but varies by agency)
  5. Lexis Federal Administrative Materials (generally best for more recent documents, but varies by agency)

Still can't find the document you're looking for? Try browsing our Administrative Law Research Guide or contacting a librarian.
