Where can I find presidential documents?

Executive orders, presidential proclamations, and reorganization plans are initially published in the Federal Register, then compiled in Title 3 of the Code of Federal Regulations (C.F.R.).

For other presidential papers (such as memoranda, speeches, and statements), the Bluebook recommends citing to the Public Papers of the President or the Weekly Compilation of Presidential Documents (formerly the Daily Compilation of Presidential Documents). HeinOnline’s U.S. Presidential Library contains both the Public Papers and the Compilation of Presidential Documents.
